Biography

Since September 2016, Hélène Masliah-Gilkarov has acted as Technical Expert for Public Participation and Communication with the International Commission for the Protection of the Danube River (ICPDR) located in the UNOV in Vienna. She has more than 15 years’ experience in Project Communication and Public Relations internationally and in the EU.

Hélène is in charge of the technical support for ICPDR Contracting Parties on issues related to public participation as well as the coordination of all Communication Activities on behalf of the ICPDR Secretariat. On her agenda with the ICPDR, she develops communication and outreach projects as well as actively supports the Public Participation Expert Group and ICPDR’s international endeavors in the Danube River Basin and beyond.

A political scientist and specialist of international relations trained in international universities in France, the United States and Israel, and with a background in political science, national security, and international relations, she is also a strong advocate for public participation. She thrives for experience and values such as service for others that are close to her heart.

Since September 2021, Hélène is enrolled in the Master´s degree study programme European Studies – Management of EU-Projects at the University of Applied Science of Eisenstadt in Austria, where she is expanding and deepening her expertise within the EU context.
